To add a dictionary, go to Settings -> Dictionaries and click the red circle at the bottom right. Give your dictionary a name and click Save:

To add values to an existing dictionary, click its name on the list on the right hand-side and use the Add value option. You can also change the contents of the dictionary using the Edit and Delete options:
