Create a new Hiring Manager according to this instruction.
After you click "Save", a pop-up will appear - asking if you want to send an e-mail confirmation of creating a new account.
Click "Yes" if you want the Hiring Manager to receive an e-mail confirmation, with the option to set up his own password and log in to the system:
