o Tag another user in the note on candidates profile go to candidates profile and start typing your note. In order to tag someone just type '@' and you will see the list of users.

When you select a user and type your note click on 'Add a note' and it will appear on the timeline below as usual. 

The user you selected will receive a notification in the right top corner.
